What do gross job gains and losses measure?

They measure the total jobs created at expanding and opening establishments and the total jobs lost at contracting and closing establishments, rather than only the net change.

Who publishes this data and how often?

The US Bureau of Labor Statistics publishes it quarterly in the Business Employment Dynamics series, with the series on this page running from the first quarter of 2000.

How does this differ from the monthly payrolls number?

Payrolls report the net change in jobs. This series shows the gross flows behind it: a net gain of 200,000 typically hides around 7 million jobs created and nearly as many lost.

What are establishment births and deaths?

Births are new establishments appearing for the first time; deaths are establishments that cease operations. They are the subset of openings and closings that represent entry and exit, not relocation.
