About this data
According to the monthly bulletins of the Ministry of Finance available from 2008, China's general public budget revenue and expenditure are presented on a cumulative year-to-date basis. Because these are cumulative figures, each line on the chart trends upward through the year before dropping back toward zero at the start of the following year. This is a structural feature of the series rather than an error; comparisons should be made against the same period of the previous year. The data breaks down revenue by source (tax and non-tax) and by level of government (central and local), while expenditure is categorized into ten major items: education, social security, health, science and technology, agriculture, transportation, environmental protection, urban-rural community affairs, and debt servicing. The balance row represents revenue minus expenditure: China runs persistent budget deficits, and this gap drives the issuance of Government bonds, linking directly to the bond yield table. The final group of rows covers government fund budgets—items outside the general public budget—of which revenue from land use right transfers serves as the primary revenue source for local governments and the most direct indicator of the Real estate crisis, having declined continuously from its 2021 peak. The figures are extracted from narrative bulletins using a language model as the source lacks tabular data; verification checks require the cumulative series to increase progressively during the year and total revenue to match the independent Eastmoney Budget revenue series.
