Who publishes this data and how far back does it go?

The US Bureau of Transportation Statistics publishes it monthly, with the series on this page running from January 1996.

Are truck crossings a useful trade indicator?

Yes. Most US trade with Mexico and Canada moves by road, so truck crossings at ports such as Laredo track North American goods trade volumes in near real time.

Does the data count crossings in both directions?

No. It counts incoming crossings into the United States only, so a vehicle making a round trip is recorded once.
