Three measures of US rent
Rent enters the inflation statistics with a lag of about a year. That gap between market rents and measured shelter inflation was the single largest source of confusion about US inflation in the 2020s.

Asking rent versus rent paid
Asking rent describes a NEW lease. Most tenants are not signing one: the CPI measures what every renter actually pays, and a household halfway through a twelve-month lease contributes the rent it agreed last year. Each month only about a twelfth of the stock resets, so market rents pass into the CPI slowly and with a lag that research puts at roughly nine to twelve months.
The CPI shelter component also includes owners’ equivalent rent — an estimate of what homeowners would pay to rent their own home. That is not a market price anybody transacts at, and it is a larger share of the index than tenant rent.
Which one to use
Use asking-rent measures to forecast where shelter inflation is going. When Apartment List and Zillow both show asking rents flat, the CPI shelter component will keep decelerating for roughly another year regardless of what happens next.
Use CPI housing for anything about the cost of living as households experience it, and for anything indexed to inflation. It is slower but it is what people pay.
