About this data

Quarterly non-financial accounts for general government, broken down by individual item under ESA 2010 (million EUR). REVENUE: taxes on production and imports with product taxes and value-added tax listed separately, current taxes on income and wealth, social contributions with employers' contributions separated from households', property income, and interest received. EXPENDITURE: compensation of employees, intermediate consumption, subsidies, interest payable, social benefits other than social transfers in kind and social transfers in kind, and public investment. Interest payable is the most notable flow since 2022: higher interest rates seep into the budget gradually, matching the pace at which maturing legacy debt is refinanced, so interest payments continue to rise years after the ECB stopped hiking interest rates. Total revenue minus total expenditure equals the net lending/net borrowing balance—the mathematical check of the table. Data are not seasonally adjusted, and this is not a choice by the website: at a quarterly frequency, Eurostat only seasonally adjusts three aggregate series (total revenue, total expenditure, and the balance)—for seasonally adjusted figures as a percentage of GDP, refer to the summary government deficit and debt table. Because these are unadjusted quarterly data, comparisons must be made with the same period of the previous year rather than the preceding quarter, as tax revenue in the final quarter of the year invariably surges due to annual fiscal settlements.
